Cynthia Shannon was born in Richmond, VA, and graduated from John Marshall High School. She earned a bachelor’s degree in Accounting from Virginia Union University graduating in the top of her class. She also earned a master’s of arts degree in Education from Virginia State University. She has worked for the Federal Government for over 20 years as Supply System Analyst.
